Biographical / Historical

黃宏發（1943-）生於上海，六歲時與家人遷居香港，中學就讀於聖類斯中學、香港華仁書院，後考入香港大學，取得榮譽文學士。1967年獲美國國務院獎學金負笈美國Syracuse University修讀公共行政學碩士學位。回港後加入政府，在布政司署任行政主任。後於1970年代參與創立香港中文大學政治及行政學系，並擔任講師，執教逾三十年，退休時獲榮譽教授名銜。

課餘曾為電台節目主持人及評論員，後投身議會工作，參與多個政府咨詢委員會及出任沙田區議員。1985年當選立法局議員，自此展開近20年議員生涯，期間曾兼任行政局議員等，1995至1997年當選立法局主席。回歸後透過直選任立法會議員。其他公職包括鄉議局當然執行委員、港區人大代表選舉選舉委員等，至2004年立法會選舉後淡出政壇。

退休後，黃宏發埋首翻譯唐詩，於2021年出版《英韻唐詩六十首》，在西貢有一書室名為「退一步齋」作日常辦公之用。夫人黃潘明珠是前香港中文大學圖書館副館長。
